政府は果たしてAIを規制できるのか? そして、そもそもその技術を規制すべきなのでしょうか?本セッションでは、ルールメイキング(政策)の次元を超え、起業家が事業を創り、根を下ろし、スケールさせていくプロセスにおいて、AIには未だ代替できない「人間ならではの領域」とは何なのかを紐解きます。

日本とフランスを結ぶクロストーク形式で、制度的ガバナンス、コミュニティビルディング、そしてAI開発という3つの異なる視点(レンズ)を持つ実務家たちが登壇します。

欧州における最新のAI規制動向と日本特有のアプローチを比較・考察しながら、国家レベル、そして私たち人間レベルで「AIの主導権(コントロール)を握り続けること」の真の意味を共に考えていきましょう。

Can governments actually regulate AI, and should they? And beyond policy, what does AI still fail to replace in the way founders build, settle, and grow? In this France–Japan conversation, three practitioners bring three distinct lenses: institutional governance, community building, and AI from the inside. Together they compare Europe's recent regulatory moves, Japan's distinct approach, and what it means to stay in control, at the state level and the human one.

Dr. Ballé is a French scholar with a PhD in culture and heritage, specializing in using new technologies to promote culture. Having lived in Brazil, Poland, and Japan, she has navigated the complexities of collaboration across diverse fields, cultures, and disciplines, from academia to private business, from digital technology to heritage and museums and from European culture to the rest of the world. Her experiences revealed a critical need for intentional relationship design—fostering understanding and collaboration beyond shared languages. This inspired her to develop relationship design as a field of study and practice, combining academic rigor with real-world applications. As scientific director and researcher in Tsunagaru, she now collaborates with researchers to advance theoretical frameworks and creates practical tools, trainings, and workshops that help individuals and organizations shape meaningful and impactful relationships. Through her work, she bridges research and practice, empowering people to build stronger, more purposeful connections.
